Since 1997, the United States has enacted a series of legislative and executive order sanctions against Sudan. Arguments on both sides of the sanctions debate are marked by a disappointing lack of analysis on the impact of unilateral sanctions on the ground to substantiate their causes. ERA's original research reveals that there are both intended and unintended consequences for all the people of Sudan.
 
This report examines the impact of sanctions on commerce, development and diplomacy in the North and the unintended consequences that the US sanctions regime has imposed on the exempted area of South Sudan, with a special focus on the challenges facing the international business community wishing to invest in South Sudan.
 
Yet, there is a significant policy versus reality disconnect. This report explains the disconnect, in detail. The selective sanction of the North and exemption of the South undermines both the imperatives spelled out in the Comprehensive Peace Agreement and, because of the confusing array of US legislation and compliance issues, may contribute to deterring business in the South.
